Had a quick look at the plugins installation instructions: https://wordpress.org/plugins/wp-postratings/installation/
Did you follow those instructions about editing template files?
On a test site running WordPress 3.2 and Stallion adding the code to the single.php file works as expected.
Make sure under the Stallion Layout Options you haven’t ticked
wp_enqueue_scripts Off: Prevents WordPress from adding javascript to a site.
That would stop the WP-PostRatings plugin adding relevant javascript to the your WordPress site.
