Do you mean the drop down menu just below the header area starting with the “Stallion Theme Support” link?
If so that’s built using WordPress custom menus, combination of WordPress core and Stallion options.

Need to update the above tutorial to take into account the four Stallion custom menu “Theme Locations” available:
Primary Navigation – Below the header
Secondary Navigation – Above the header
Footer Links – Within the footer
Photo Navigation – The sliding photo navigation menu (5 image links) you see below the header. Finally got around to creating some images for this site so I could use it, I think it looks great.
